In a medium saucepan over medium heat, warm the milk, stirring from time to time. You'll see steam coming off the milk; do not boil it. Once warm, add chocolate chips and with a wooden spoon or whisk, gently stir to dissolve them in the milk. Stir constantly until they dissolve to avoid burning them at the bottom.
Once the hot chocolate is warm and the chocolate chips have dissolved, turn off the heat and serve.
Top with whipped cream and additional chocolate chips if desired.
